IN SUPPORT of H. B. No. 6556 (RAISED) AN ACT CONCERNING FORESTRY MANAGEMENT

We consider this bill as one of the most important this Committee will consider this year. And, we would strongly suggest it must be addressed for a multitude of reasons.
 
CT is rapidly turning into a “Forested State.“ This transformation from farmland fields and edges has seriously affected our traditional environment particularly concerning wildlife. Small game, which relies on open space/edges, is rapidly disappearing due to loss of habitat – among these species are: Grouse, Quail, Rabbits, Woodchucks, and others. Additionally, there is a decline in numerous bird species dependent on similar habitat. Conversely, the forest habitat has increased the prevalence of Coyotes, Bears, Turkey, and to some extent Deer. This bill will enhance forest management and wildlife management, both mandated by statute. 
 
The basic concept of the bill is to harvest more timber as a required conservation measure, enhance an undeveloped revenue source to the state, properly manage the forests, and concurrently protect and enhance the diversity and continuance of wildlife species in the state (both game and non-game). The bill holds harmless the state (collection of current revenues to the General Fund); establishes a dedicated fund, with revenues to the Conservation Fund, to be used for increased forester positions to generate increased revenue for added forester positions; and to promote enhanced forestry activities through Smart Wood certification by the Rainforest Alliance.
 
We strongly suggest a minor change to insure revenue generated specifically be credited to the forestry program to insure the intent of the legislation as has been done with fishing and boating accounts. -  “…shall be deposited in the Conservation Fund, as established in section 22a-27h and credited to the forestry account.
 
We urge SUPPORT for this very important bill.
