IN OPPOSITION to H.B. No. 5164 (RAISED) AN ACT REQUIRING THE REGISTRATION OF CERTAIN VESSELS.

With the deletion of half a sentence, requiring the registration of all vessels less than 19 1/2 feet in length which are not motorboats and all vessels propelled only by oars or paddles, this bill will develop into a major issue and will require changing several statutes. The bill is poorly crafted, incomplete as to affected statutes, and will seriously impact recreational boating. The bill affects Rowboats, Kayaks, Canoes, Sailboats, Rafts (CT River Raft Race), and others. Significant constituent input in Opposition to this bill should be expected.

 

The bill raises numerous questions:

The bill appears to be another revenue raiser. We question:

In summary: the bill is poorly crafted, negatively impacts a working system, affects financially and time wise many publics, impacts current recreation programs, assures inadequate enforcement, and is not fiscally needed. This concept was addressed by the DEP Boating Advisory Council and tentatively rejected.
