This
bill only causes the CSP to evaluate/contact/designate states to determine which
meet CT criteria. Opposition from the CSP last year was that all states do not
have updated domestic violence records, but gave no definitive data. The Chiefs
of Police Assn. had no problem with the bill.
AAC Reciprocity
With Other States Concerning Permit To Carry Pistols and Revolvers
(NEW)
(1) A
resident of the United States who is a nonresident of Connecticut may carry a
concealed firearm while in this state if the nonresident: (a) Is 21 years of age
or older; and (b) Has in his or her immediate possession a valid permit or
license to carry a concealed firearm issued to the nonresident in his or her
state of residence provided: (1) the nonresident has attained the age of
twenty-one; (2) the mandatory firearms training requirement meets or exceeds
Connecticut standards; and (3) the nonresident home state conducts a national
criminal history check prior to issue. The nonresident is subject to the same
laws and restrictions with respect to carrying a concealed firearm while in
Connecticut as a resident of this state who is so permitted.
(2) The
Commissioner of Public Safety shall designate and notify states which meet the
standards above of Connecticut carry of concealed firearm reciprocal policy and
acceptance of their license or permit.
(3) If
the resident of another state who is the holder of a valid permit or license to
carry a concealed firearm issued in another state establishes legal residence in
this state by registering to vote or making a statement of domicile, the
previous state license or permit shall remain in effect for 90 days following
the date on which the holder of the permit or license establishes legal state
residence. This section applies only to nonresident concealed firearm permit or
license holders from states with which Connecticut honors reciprocity.

The
purpose of this proposal is to honor Firearm carry Permits/Licenses issued by
other states if their standards meet CT requirements, including age, background
investigation and training. The following is a compilation of other-state
laws/procedures pertaining to this issue. Our position is that with proper
evaluation of other states requirements compared to our own (by the Commissioner
of Public Safety), that allowing reciprocity fosters inter-state cooperation and
enhances the ability of these fully qualified permitted/licensed citizens to
participate more freely in shooting competitions, hunting, and for
self-protection. We understand CT State Police have been queried by other states
concerning reciprocity, but have no authority to implement. This bill would
provide that authority.
· The
right to self-defense neither begins nor ends at a state border.
· A
law-abiding citizen does not suffer a character change by crossing a state line.
· An
“unalienable right” is not determined by geographical boundaries.
· A
patchwork of state laws regarding the carrying of firearms can make criminals
out of honest folks, especially those who frequently must travel the states to
earn a living.
